Abstract
We describe video coding algorithms and show coded results based on a three-dimensional spatio-temporal subband decomposition for digital videoconferencing at the ISDN rates of 64 and 128 kbps. The original video material typically consists of scenes showing one or two persons moving in front of a still background, and possibly displaying printed material. The original CIF video signal (240 X 360) temporally downsampled at 7.5 frames-per-second is first low-pass filtered spatially, then decomposed into seventeen spatio-temporal frequency bands--two temporal subbands followed by a cascade of spatial decompositions for each temporal subsequence.
