Abstract
The Basin is the basic unit of building intelligent water conservancy network, and the twin basin is the latest manifestation and basic carrier of building intelligent water conservancy system with the requirement of Prediction, Warning, Preview and Plan. The data fusion and sharing mechanism is the basic and premise of twin basin construction to realize strong perception. A layered, efficient and transparent data fusion and sharing mechanism with five levels was proposed, which are supervision, feature, transaction, business and decision-making. In such architecture, the data can be calculated, stored and used locally, which could effectively solve the contradiction between the massive invalid data transmission demand and limited network resources, data privacy security and data circulation and sharing.
