In view of the current situation of frequent traffic jams in cities, in order to reduce transportation costs and environmental pollution, a green vehicle routing optimization method with multiple parking lots and vehicles considering time-varying speed is proposed. Considering the economic cost and environmental cost, a green time-varying vehicle routing model with the minimum total transportation cost as the optimization goal is constructed by using the congestion index predicted by Baidu Intelligent Transportation Network. According to the characteristics of the model, the basic genetic algorithm is improved, and the improved algorithm is simulated with three scale examples. The conclusion shows that the model and algorithm can effectively reduce the logistics distribution cost, promote the energy saving and emission reduction of distribution vehicles, and provide a vehicle transportation path scheme for the cold chain logistics distribution decision of fresh e-commerce.
