Abstract
Under the renewable energy power consumption guarantee mechanism, the power purchase and sale decisions of electricity retailers should not only pursue the maximization of benefits, but also assume the responsibility of renewable energy consumption. In this paper, we propose a model for power purchase and sale decisions of electricity retailers that takes into account the responsibility of renewable energy consumption: based on medium and long-term transactions and spot transactions, we introduce renewable energy power purchase agreements (PPA) and green certificate transactions; coordinate the TOU price and energy storage leasing strategy; the conditional value at risk is used as the risk evaluation index, and establish a combined purchase and sale decision model with the comprehensive trade-off of expected benefits and risk losses as the decision objective. The example analysis shows that enlarging the peak valley price ratio and reasonably developing energy storage leasing can improve the expected income and reduce the risk loss of electricity retailers, which verifies the effectiveness of the model.
