Abstract
To address the challenge of oversupply of emergency living materials during the initial stages of the public health emergency outbreak, we propose a novel combined distribution model that utilizes the Analytic Hierarchy Process and Genetic Algorithm and practices in the COVID-19 pandemic in Changchun, Jilin Province. Specifically, the proposed method aims to optimize the distribution scheme and ensure that the materials are allocated efficiently to those who need them the most. In this paper, we utilized the Analytic Hierarchy Process to establish an index system for the urgency of emergency living materials in each district. By doing so, we were able to determine the utility weights for each district. We then incorporated a Genetic Algorithm to optimize the distribution of emergency living materials, with the aim of maximizing the effectiveness of material distribution. Our proposed distribution model was compared and analyzed against the original distribution scheme, and the results demonstrated that our approach had better feasibility and effectiveness in distributing emergency living materials. This is accomplished despite the constraints posed by limited material availability and the urgency of demand in each district. Our approach enables a scientifically-based distribution of living materials
